This is the worst office I have ever dealt with they refuse to answer the phones and I have been waiting over 3 weeks for my link this is ridiculous why do they have people at the front desks if they don't do there job and simply answer a phone.

I dont think u can get link for the baby until the baby is born.. Go to wic.. Or call the office and leave a message or get on abe.gov
Talk to your case worker
Id, ss card, proof of income, any other documents that would count for eligibility such as child support papers, ssi papers, etc. If you provided any paperwork for 2018 and it has changed then you'll want to bring proof of the change.
You would just report a change of address like normal and it would be transferred to the county
