Yes it is i had lost my DL about 9 years ago and i went up to the Livingston DMV and i paid like 80 for a renewal fee and then i had to pay for my flags and that cost me 41$ a month and if miss one payment they will revoke my licence and have to start over so yes you can get your DL while on a payment plan but make sure you have a green dot card they do not take cash. Never go to this DMV for anything other than to get installments on flags or licence suspentions. Go to Tallo in Hammond or any other DMV or affilatated contractor for the state.

As far as I'm aware you are still able to get on a payment plan with an unpaid ticket but the plan won't pay off your ticket just the fines and flags on your license.

you are allowed 2 tries at a payment plan. But you can not do it twice in one years time. That's what they told my fiancee

I do not know where you are coming from to go to this location, but the efficiency of this office is very poor. I recently went to this location to get a duplicate Drivers license. It was 1:00p on a Wednesday, which is usually a good time to go. The waiting room was totally full. There were people waiting that had been there since 8:00a when office opened, and had actually came the day before waited until close, and never got called. There is a state DMV office in Amite, LA on Mulberry Street which is in a office building downtown. It is a smaller office, but the wait is usually not that bad. I actually left the DMV office in Livingston drove to Amite, which is a 30 mile drive, I-12 to I-55 north, and was seen right away. There was no one waiting to be seen. Depending on what you need to do most of the Express locations are a bust. The better Express location is Barbara Tallo in Hammond. Even though it is a express location, they do issue drivers license.

I know it can be be very frustrating but it's hard for them to answer all the in coming calls when they are over worked and under staffed.. They have way more cusromers than they have workers to help... U can find a lot of information on the website that might help you!!
