Yes it is i had lost my DL about 9 years ago and i went up to the Livingston DMV and i paid like 80 for a renewal fee and then i had to pay for my flags and that cost me 41$ a month and if miss one payment they will revoke my licence and have to start over so yes you can get your DL while on a payment plan but make sure you have a green dot card they do not take cash.
