Hello. If you have no keys and the VW is in Chico, to come out and make a key off the lock its usually 150-350 depending on the Year, Make, and Model and if you want a remote (fob) also.

Hello; Check the Valet lock. its a small lock next to the drivers door (near the trunk release) if its in the 6 and 12 o'clock potion, its unlocked and 3 and 9 O'clock its locked. If its unlocked and the pull tab doesn't work, the cable might be sprung. Usually you can lay the back seat down and pull the emergency child protection tab and pop the trunk from the inside to perform maintenance on the vehicle.
