My 95 yr old mother lives there. They need to fix the intercom entry system so it is eadier for visitors to come and go.

trying to find out how the heat and electric work? is it electric heat? Or do they meter and provide each apartment with gas and electric?

Call the towers and ask im not sure i think you pay a deposit for them. How many do you have? There are no two bedrooms and u must be 65 low income waiting list also but CALL WHEATFIELD TOWER and you will find out the truth.
