No, but it must be wrapped or sealed in a plastic back and put out on a not organics day. Organics is when sanitation collects the brown bins

My house is currently under deconstruction will legal issues. People are constantly putting garbage and then reportlng it to the department. What can I do. No one lives ther at present.

Call 311 and report illegal dumping at the property. Dsny will send sanitiation cops to check it out. If anyone is caught there car will be impounded and they could get up to 10000 dollar fine
