The shells there are pretty tiny. Not great for collecting.

Yes it is off beach though, all up and down the sides of the roads. Just be sure to look for the signs (no parking between these signs or no tires on pavement) and it doesn't cost anything either

Is there a time they close? Or is it open all day till 9ish?

I know you can but not sc sure how far you have to be. There is a public pier to fish from and I have seen individuals fish from the beach shore. Also charter fishing but that is probably several miles out off shore.
