No. You have to pay for the food there. Only things there that are free are admission and water

Popular is difficult to say as it waxes and wanes depending on which vendor decides to participate. Photo-worthy food would be the spaghetti bagel or the german style Doner wraps. Avoid the coffee stalls, theres better outside of the event.

Best is Saturday in Williamsburg because you'll get a higher amount of vendors and views of Manhattan along with shops nearby. Prospect Park has a few less vendors, but you get a beautiful park to relax in. Dumbo is mostly flea market but with less food vendors. Williamsburg Smorgasburg is the full experience.
