I live and work in the area. It's been paid parking for a few months now for lots A,B and C. However, on July 4th no meter fees have to be paid there for it is free parking for the day and will fill up quickly. I can't guarantee that you'll find a space at that hour but feel free to try your hand.
Not a garage. It is an open lot. Very spacious. Not sure if a RV of a large size could park there. I highly recommend contacting the Metro service on asking about doing so. That way you won't have any issues if the agree you can take up spaces. It helps to have approval if they say yes. Feel free to Google map the parking lot but use the ground level feature to show you how it actually looks.
Relatively quickly. The earlier you get there the better. It's first come first served. You do have to pay to park over there now though.
