Its open daily to the public. But some museums are closed on certain days. Holocaust you need to make an appointment. Cherry Blossoms first week of April til now. You can download parkmobile on your phone and just add payment as you go. They have parking every where. Weekends is a bit tight but weekdays you can find alot.

To the Mall, all you have to do is cross the street to the north. However, to get to the Lincoln Memorial is about half the length of the Mall, about three quarters of a mile. Korean War Memorial is on the way. Hope this helps and enjoy!
It is metered parking so you have to pay, until 8pm then it is free. You can also use the Parkmobile app to pay on your phone.
