There is something called CareCredit that allows you to set up a payment plan for veterinary care. Go to carecredit.com to check it out. I can't vouch for the service itself, since I've never used it. I just know it exists.
I always get my cat's nails clipped here. They will do it for free if you're there for an office visit. Dogs too!
