Great beach to relax at. Admission is $3 and they have a beach house with full restrooms and offer made to order snacks. Lifeguard on duty. You can bring in your own cooler but no glass bottles.

We decided to take a trip out here for this first time a few weeks ago and had a great time! Parking was reasonable and wasn't too overcrowded, and admission fees per person were very cheap. The beach area was large and provided more than enough space for individuals to spread out comfortably. When it came to swimming, the roped-off section provided a large perimeter and kept enough distance to prevent boats/jet skis from getting too close.

It's free to use the beach and all other park services. Currently there is no campground but that will likely change in the next 5 years. More info about the park can be found here https://www.iowadnr.gov/Places-to-Go/State-Parks/Iowa-State-Parks/ParkDetails/ParkID/610144
Pets, no. A properly trained service animal, such as a seeing eye dog, could possibly get a pass. I can honestly say I've never once seen a dog on the property in all my times being down there.
This is from the regulations document you should read about Iowa state parks. That is very important! Off example, but people have been cited for things like not registering kayaks and not wearing safety vests for children while on water, etc. But this part of the document answers your question as pertains to renting a shelter, which is what we did... Only beer with an alcohol content of 5% or less by weight and wine with an alcohol content of 17% or less by weight may be consumed in state parks and recreation areas. Drinking of these beverages is not permitted on roads or in parking areas. Hard liquor and wine with an alcohol content of more than 17% by weight or other alcoholic liquors are not to be consumed in state parks and recreation areas.
Manawa beach offers a variety of rentals, including "floaties" as well as paddle boards, and I believe kayak rentals are available as well.
