Great service when I had a problem with a car--They gave me a replacement. Air pressure should be checked regularly, I had to fill up all tires which were a little low.

I booked this through Costco. When I arrived at the car window, a woman said I had to wait until they were done cleaning my car. 20 minutes went by with no car and 10 people who came after me got cars and left. I checked and the same woman said they were still cleaning my car. Another 20 minutes later and watching another 20 people who came after me get cars I went to another employee and asked them to help me. They went to look and said someone had cancelled my reservation and he had to rebook it. Another 15 minutes later I finally had a car. I used it, came back, dropped it off and got charged what I expected. Flew home and checked my credit card to find out the same woman who told me to wait had also charged me an extra 200$. Not a deposit, an actual charge. I called their CS and was told they couldn’t refund me because they don’t see the charge. I’m going to be escalating this to Costco and disputing with my credit card. Never renting from here again if I can avoid it.

Yes, they are. There's nothing additional to do in order to cross to Canada with your rental from Avis.

Honestly, it is better to get the insurance offered by Avis because if anything happens they'll cover it at no expense to your insurance. The Avis insurance option covers the vehicle anywhere you're travelling to. But, if you choose to opt out of their insurance, you will have to check with your insurance co. to see if they cover rentals and how much they cover. Because if you choose to not have the Avis insurance, nothing on the vehicle is covered. You will be responsible for any damage to the vehicle, unfortunately.
Yes, boarder agent will ask, just show them the rental agreement. No issues for me when I went across last week over the rainbow bridge crossing. 10/18
