Same thing happened to me and when I was finally seen on my second attempt, the customer service was horrible.
I was told $85 over the phone for an OBD1 test. 1995 and newer vehicles generally have OBD2 and would likely be charged a lesser rate as OBD1 requires special hardware and is a more lengthy test.
You can pay them, but they wont smog your car. I went there twice, paid twice, was told my car did not pass, took it somewhere else, and it did. Turns out they never even tested my car, yet i paid for services not rendered. I would advise you do not go to SunnySkys Smog.
