All new plates are mailed now so even if you go to the DMV, you'll have to wait for them snail mail. I'd go ahead and try ordering them on-line.

No appointment is needed, but if you have the time to wait it helps. But if you go early in the morning like 7:30am and get in line, the first 15 people get to come in and get serviced. Otherwise you will be put on a wait list and they will call you when it's your turn. I showed up at 7:30 and was done by 9am.
