I like going to Newbridge Arena for the open skate sessions. I dont skate much but when I go its a good time. I usually rent skates and they dont have my size so I have to go with the size smaller. Its very uncomfortable so I dont go as often as I'd like. The kids have a great time on the ice so I usually just let them do the skating.

Yes, they have hockey instructors and yes they have public skating times
if you mean this year it was June 20. if you mean when it was new I don't know exactly but it is at least 40 years old
$8 town of Hempstead resident if you have your own skates. otherwise it's more
