Yes, they are. Use the Hunt Street entrance to access the section with the sunflowers.

Hi! Dorothea Dix Park is open daily (including holidays) from dawn to dusk.
The sunflowers were in bloom when they had the festival July 13th. They are only supposed to last for a few weeks till aprox the end of July. I would contact the park commission or the city of Raleigh to find out if they still are.

This time of year probably not. I'd go with the JC Raulston Arboretum or maybe WRAL gardens (behind the studio on Western Blvd) instead
Dix park has a small creak near the periphery, but that's it. Lake Johnson is somewhat better as is the Lassister mill site and the mill race in the middle of Instead park
If you go in the early morning there are still some patches to the southwest that don't get as much sun that are still pretty beautiful.

Not a set time, but around 7 - 7:30 it's perfect lighting.
They are all sorts of flat parking areas but getting a wheel chair to the sunflowers can be tricky. It's grass and dirt once you leave the paved parking area. If you park by the soccer fields it's all dirt.
Today was madness with the soccer games going on...great weather and a couple hundred flower gazers. I parked in a farther lot and walked.
It's less than 2miles or so from Hillsborough St which has Wendy's, McDonald's and Bojangles all close by each other and very easy to get to from the park. There is the farmers market and a Subway even closer on lake Wheeler rd.
