A little small but has a couple of walking trails, a soccer field and plenty of seating (some covered areas). Highly recommend if you play Pokémon Go.

I doubt you can park it to live there, they park closes at sundown. And they have a gate that gets locked.
I never asked when I used the picnic area. I just showed up and put my stuff out.
