No, you cannot ride an ATV on the track. Nor have we ever heard it be called speed city. Don't forget you need to be a member to even be allowed to ride here.

$375/year...best bet is getting on the waiting list by attending one of the events held at the track. There's also volunteer opportunities like flagging for an event or attending a work party which usually consists of track cleanup and maintenance.
