How many times does a person go to court for pre-trial regarding his 2nd DUI in less then 10 years? He was caught clearly driving under the influence. He is not guilty, and has done this multiple times. Regardless second offense (3rd was more then 10 years ago) is a felony and should be hit with minimum jail time and fines. Why is this character walking around, and still legal to drive?

I believe so. There is no ID check at the door, only a sign in if you have a case so the court knows whether you showed or not. If you're looking to witness the judicial process, I'd suggest explaining your situation to the Marshalls at the door, and they'll direct you.

They don't keep your cell phone. You just have to make sure it's silenced while in the courtroom.
If it's a parking ticket from the parking enforcement that would be done at 10 Falls Ave, if its an infraction you can go into the clerks office.
