Absolutely to each two-part question. However, be sure to confer with the appropriate DC Parks and Planning personnel to validate, secure and peocure the necessary permissions required just incase you may be required to book in advance. Families converge upon the park for events quite frequently! But again, consult with "whomever" at the Parks and Planning agency to cover yourself. I wish you well!

Yes, the land was originally owned by Commadore David Porter who built a mansion around the area which eventually became Meridian Park.

There is a drum circle every Sunday afternoon & evening in the park. It has been going on since the 60s... It is a very lively, dynamic & friendly event that's fun for all ages that also includes various artists, people dancing (often in a "follow the leader" format), other musicians, an assortment of people practicing their athletic hobbies like gymnastics, juggling, poi, hulahoops, light-up toys & more. Plus there are local food and refreshment vendors and of course, many spectators and people passing by who get sucked in for a while. Many regulars bring extra drums & percussion instruments which they are happy to share. It is a great place for a picnic, there are clean public restrooms, and unique, secluded shaded trails to explore. Parking is generally available on 16th street beside the park. Or it is about a 10 minute walk from the U St/Cardozo metro station on the green/yellow line.
It was created because of its grand view of DC and was considered a potential site for moving the White House after the War of 1812 and for the Lincoln Memorial after the Civil War

Yes, there are so many benches there for sitting arrangements.
It's a public park. You can shoot there. I just shot there a few weeks. If it were a national Park you would need a permit
Probably somewhere on the south side of the park near w st. That will take you at the bottom of the fountain area so you can see everything without climbing down stairs.
There is street parking all around it, very easy.
Sorry there's nowhere to camp at this park. Now at our national Park you might be able to find the right spot for you.
They were just turned on after being repaired last week, July 21st, 2019.

Drum circle on Sundays, people run around the outside, families hang out, pick up frisbee and soccer games, picnics, and Joan of Arc's sword has been known to disappear every time it's replaced. You should try it again in spring.
It was off for most of the fall. Not sure if they ever put it back on this year
