Was station here from 1976-1980 when I was just 17 years old. I doubt it's even close to being the same as back then. I loved the change of seasons and enjoyed the people I not only met on base but everywhere.

No you can just go anytime they're open. Just bring 2 forms of ID and you need to be with the spouse or else you need an extra form that they had to have signed in advance.
Can the students have visitors or leave base. Or they can’t because of covid 19

Because of COVID-19, students can't leave post. I'm not sure about visitors.
How can I obtain my retired military ID card. What papers do I need to bring? What do I need to enter the installation? Will I need to obtain a visitor's pass? Do I need to make an appointment or are walk-ins accepted?

Bring a dd 214 and retirement papers/documents. Approach back gate and obtain visitors pass. Ask for directions to DEERS office. Also have drivers license.

They built on it. The gulf course is no more. I would say about 7yrs ago or so.
Where on base can I get dog tags made. My dads dad was in the navy and lost his before he could give them to his son ( my dad) I want to get a set made for my dad of his dads. If this makes sense.

I don't know what a twice card is but you should be able to get a visitors pass at the main gate if you have a valid driver's license.
