Yes you will need to take the HQL course (Handgun Qualification License) in order to first quality for a handgun license. If approved the license will be mailed to you. After obtaining the license you'll be able to purchase a handgun.

You would buy what ever handgun you want (tax free) and Mr. Charles Sykes, the owner of CS Exchange, usually comes to our Silver Spring store once or twice a week to pick up DC Transfers. You can buy a handgun from us but we would need to ship it to a dealer in VA for you to do the background check. For a long gun we need to see your drivers license with a current address on it. Hi Vincent, Are you a Maryland Resident? If So you will need to show your Drivers License and Handgun Qualification License (HQL). After we submit a 77R application you will come back after a 7 Day waiting period to take possession. We provide an IMSD Required Lock with the purchase of any handgun.

Anyone can get an HQL without having to provide a reason. Now conceal carry permits are another thing. I think that's the one Foday Saint is thinking of. You don't need one to buy a rifle, ar15/10 included but there are some strict rules as to which ones are legal. Check the md list. If you want to rent one at a range you'll need an HQL. Same goes for renting handguns.

I don't believe there is a restriction on blank guns in Maryland. There is also no restrictions on "non-powder" guns as MD calls them. Aka BB guns and the like. Www.airgundepot.com will ship you one. I'm sure Atlantic firearms can point you in the right direction. Call them up. Walmart is most likely restricted by store or corporate policies.

There are so many factors that affect value, you need to bring it in (cased and unloaded) and they will help you out.
