If you have a fingerprint lock yes you can open your account but you still need to use your fingerprint through your Google account and your password for your Google and it should unlock the phone but they should be able to lock it depending on your carrier I'm sorry I should be able to unlock it if you take you to we fix it or your carrier whoever your phone company is still unlock your phone for you might need a new SIM card

I think they charge 50 to 60. But they fix it like in 20 minutes which is good.
