Usually they can pierce on a walk-in. They do tattoos if they have time. I've gotten a small one as a walk in. It's best to make an appt though.
A minor can't get a tattoo without parental consent.

I believe a tongue piercing is around $50-$60 dollars there... It's a little more involved with the tongue. They do a wonderful job and are very clean!
