They are closed on Saturday,the permit test im not sure about i would give them a call.

The rental car company should be able to answer that question. It's possible you may have to buy supplemental insurance however.

If it was returned to a DMV close to your residence, you should go to the DMV office and retrieve it.

I believe you have to go in for that guard thing I can suggest is to try to arrange a ride from a friend or family member I possibly even know people who helped out with transportation for situations like that
