In order to park in a handicap spot you have to buy law display either a placard or a disabled license plate. It doesn't matter where the person lives. It's just like the citation that you write for speeding it's against the law to park there without either the plate or the placard. Might you read up on the laws when you're dealing with the Handicap.

If they were not authorized and not your spouse you can call RCSD have a Deputy come to your house and explain it to them. If you or they can prove it was not authorized charges can be brought if you know and can prove who did it

Something is always done. It is a process of investigating. They have to get both sides of the story. If the officer is found to be in the wrong it will be dealt with accordingly.
