I like to sit at the park and people watch. It is always a good show and the most entertaining spot in Winters.

Great well kept spacious park with a large gazebo. DJ Rockalot performed here for the city's tractor parade and the lights were beautiful!

They have a lovely park with a large area of grass. Their public bathroom was unlocked and clean. They had refreshing cold water in the drinking fountain.

Do I need to make a reservation to use the Gazebo for a small family function?

Yes, start with City Hall first in case you need a permit, or at the very least scheduling on the off chance that someone else has requested the same. The bigger the city and group size the more likely this has to happen. A permit has a fee usually to help pay for extra cleanup & extra maintenance because it's rare that people cleanup perfectly on special events. Otherwise public park, public sharing I would imagine.

Is there a fish ladder to watch fish from?

No. Fish can be observed from overhead on the old railroad bridge that is now a pedestrian bridge.
