If your coming as new series, they might. But they have had the deal with getting a free 2nd phone with a new service and upgrade.
Their customer service is typically very good. You may want to talk with tech support first to see what the problem has been. Then the billing issue can be properly address.
I don't think technicians at Verizon can do this. You might independents who can switch screens for you. Good luck.
