I'm not 100% sure where you are, but I know if you cross Rt 161 in Stockholm next to the fire station and keep going straight, veering toward the right at the split between Stockholm and Van Buren (if I'm wrong with that, just don't head to Van Buren, lol), you will end up on Main Street, Stockholm. You will be looking right at Eureka on the left side of the trail.
Yes if you want to eat upstairs in the dining room the downstairs bar areas open up anytime
