Yes. If you live locally in greater Tampa you must provide TWO utility bills in your name, most recent and bill cannot have past due balance. Even if you paid the bill, if it says past due it will not be accepted. You can also do one pay stub again most recent with your name and address and one utility bill. Call local Enterprise before you go. The 800 number does not give correct info for Tampa St Pete region

Yes. There's typically a drop fee, if you are dropping off at a different branch unless they changed the rules from 4 years ago. Rental Facility will be able to provide you with the exact fee based on location.
Yes, you can take a car out of state, the agents will give you the current rates and anything else you need.
