Maggie McFly's serves a nice brunch. It's down the hill to I84 and two exits west.
This depends on what you consider local and what your budget is. Down in waterbury there are several close restaurants within 5 miles Ninos trattoria, brass city bistro, Texas roadhouse, and several chain restaurant in and around the mall. A little further out in Cheshire, 15 minutes away you have very high quality like Viron Rondo's osteria.

No, not at Aria, but there is a Courtyard by Marriott not even 10 minutes away.
Aria does not have any overnight accommodations to the best of my knowledge. And if you're coming from out of town I would avoid Waterbury as much as possible. I would look for an air bnb in Prospect, CT. If you must have a Hotel I would look to the Southington Comfort Inn. It's about the same travel time as the Waterbury hotel but you will be much safer. Also there are many restaurants and shops in Southington, CT (Chip's is a must try for breakfast).
