They didn't decide on the exact date yet. Final inspections are going on and the opening day is based on when the inspection is complete. They are very close .

They did not start issuing memberships yet. The center will not open fully until late February or early March. Keep checking the Loudoun parks and recreation website for updates.

There is no fee right now but the second phase of center with gym, swimming pools is not open yet. It is scheduled for February /March 2018. You can Google Claude Moore rec center to check prices. It is the similar facility by Loudoun parks and recreation.
