Pool is free to DC residents and I know they have a dress code. Check online but cover ups should be fine.

Sometimes they don’t ask for it but better safe than sorry. And you’ll need to show that you have a DC residence so bring your lease or a bill if you don’t have a DC ID.

Check the DPR website for swim lessons...though they fill up very quickly and I haven't seen any offered at Upshur pool.

Yes, you can bring guest to the pool as long as the resident has their DCID. And no, there is no charge for the guest completely free

They won't check your bags but they do ask you not to eat on the pool deck. You can probably get away with small, non-messy snacks.
