It depends on what type of assistance you need. In my experience you would only be denied if you exceed the income requirements. But if you are denied they typically offer other resources to help.

After going to the office and talking with a caseworker you can call and she will inform you as to where they are with your assistance.

I don't see why not. As long as you have proper information such as: SS,MD state issued ID, I believe you should be ok, but they may require to see an active lease after application approval, followed by paystubs (maybe not due to voucher)
