They either closed the inside of the fort early, or the black gates are locked, either way we were unable to go inside. Most all of the forts we have been to we have gone inside and on top. The grounds are nice though.

Yes
The grounds are always free to walk around. The fort and museum are closed during the winter, but normally admission is $6 (cash only). CT Charter Oak pass is accepted for free admission. Additionally, there are admission deals when a water taxi ticket is purchased, be sure to ask the staff for more details. The website also has the prices for children (cheaper than $6).
I had my DJI with me last weekend and it came up as a restricted area.
Check the website. I believe it went up. But it's a really good place to visit.
Built from1839 to 1852, it is part of the third system of fortifications. It's pretty unique in the Egyptian revival architecture and is truly a remarkable exampke of 19th century military architecture and artisanship. The grounds are lovely and there is a lot to do in New London. Hope you visit.
There is a gate to the Fort grounds, yet I don't know if you can go around the fort grounds to the pier.
