I've seen people ride their bicycles on the bride before. They tend to do construction on the bridge sometimes so just be careful and mindful. Some cars drive pretty close to the railings.

I can't disagree about the bike lane. I cross it every day going to work and I've seen two people use it ever. There is no place to take a bike on either end of the bridge, and there is no parking on the Kingston end. Extremely odd decision to make that. Regarding the pot holes, they are fixing them now. It's a bit of a mess at the moment, but they are re-paving the whole thing.

BTW I was told by someone quite familiar with the river beneath the bridge that if you want your body found it is best to chose close to either side where there are deep shipping channels. If you don't care either way then if you leap from the middle you will likely get stuck in the mud as it is rather shallow there.
