Whoever answered the phone did so in a rough, accusatory manner. Perhaps they should be reminded they work in a customer service position. I don't expect sunshine and roses when I call a military installation but basic courtesy should be expected.

No they are closed
They usually only take metals at the Environmental Waste Management Center which is just down the road for the recycling center. Bldg 1945 corner of 4th St and L St.
