Maybe your background check showed that you are a shouter and that's why your gun was not approved.
What's the process of testing out guns? Is it only purchasable guns are what you can try out in their range or can anyone come in and just "rent" a gun per se?

Yes, you can try a large variety of firearms on their range, or shoot your own.
Would it be possible to take empty bullet casings to use/recycle for projects?

I'm not sure but they can order just about anything. Call or go into the store and ask for Justin, he is the manager and let him know joe miller sent you in. They're great people and very helpful.
