How old can you be to be in the juvenile justice system

As young as 13 years old and as old as 21. On or Right before 21 birthday. The juvenile would discharge from the system.
How can you people allow someone who commits murder out after only serving 8 months in a rehab facility. What is wrong with you. I am so infuriated with your lack of acknowledgement to the fact that it's ok for someone to kill an innocent person.
