This is a closed site, with warning of unexploded ordinance and closed signs all around. Given it's use at various times as a bombing and gun range, I'd believe the signs here to be accurate. BLM Law Enforcement Rangers patrol the area along with Border Patrol and do cite people for entry. That said, besides the old dock and building in the photos here, there isn't much to see anyway.

Road from west is blocked by large sand dunes, was only able to get within about a mile before having to set out on foot. Ended up turning around early due to high winds. Will try again!

Google map shows what looks to be pipe going through the Salton Sea exactly what is it. From that pipe going in a Southern direction directly below Bombay Beach there what appears to be a rocket or something of that order can anybody tell me what it

There aren't any pipelines that go through the Salton Sink, as it's an active fault line. There are some drains and if you were looking at Bombay Beach, there are some art exhibits out there made of pipe and cranes. Also in the southwestern part of the Sea, there is what looks like an oil platform, but it was an observation deck for when that area was used by the Navy as a bomb and parachute test range in WW2.

Is there an active hospital at the naval auxiliary air station?

No. This is a closed site. No current military use, and the land is closed for access as it hasn't been cleared of unexploded ordinance by the Navy, as it was used a gun range in the 70's.
