Unfortunately you have not provided enough information to answer your question definitively. I recommend making a police report, then let an investigator determine if a crime was committed.
You have to go above them. It's hard to trust certain employees for justifiable reasons. Until the honest and good ones speak up and with the backing of the community who want the change stand with them to show we are all wanting....with all due respect for what it should be, our department doesn't have a human trafficking unit but want a new police station doesn't show the tax paying money and donations are being used properly. I had this talk with an officer a week ago when trying to voice myself as a concerned parent and a local of 38 years. She was very respectful and actually took the time to ask genuine questions...but then me being honest and not afraid to speak up about it another unit rolled up and took my name to run it and then was sadly arrested. That situation was a catch 22 but man talk about trying to do the right thing at the wrong time. I have faith the changes will be made.

The first step in retrieving a vehicle towed by SBPD is to go into to lobby of the police station and contact a parking clerk. The lobby is open Mon-Fri 7am to 6pm.

The problem is not whether or not the bicycles are stolen, the problem is that you cannot keep and/or sell property that is not rightfully yours. Misappropriation of found property is a misdemeanor crime in CA. The right way to handle your situation is to call the police and report the bikes as "found property." An officer will collect and store the property for a predetermined period of time to allow the rightful owner to come forward and retrieve it. If no one claims it, then it will be returned to you and you become the new owner.
