the purpose of this facility is for people to come and shop. Rest rooms are made available for the employees that work there & as a courtesy some allow customers to use them as well. When I was a teenager, there was stories in the news about unsafe goings on in the ladies rooms of several department stores. they closed the 1st floor and only allowed the 2nd floor to be available for security to be able to maintain safety. so, perhaps after could be av resin for the placement.
