What are those little things that look like semi raw wings covered in powdered sugar and dough?

Only thing I can think of that would look remotely like that would be garlic knots with cheese. Baked garlic bread (in knots) with mozzarella cheese melted over them and parmesan sprinkled over top....which may look like powdered sugar. Only thing I've had from there that looks like that.
