The appointment time usually doesn't matter, they will accept you anytime as long as you got an appointment for the same day. But lines have been long lately. Bring a chair
Not exactly. If you drop in, you have to hope they have an open "appointment" when you arrive. Check their website to see how busy they are by seeing howamy available appointments there are.
