When we went it was leaning heavily towards mid 20s
I'm not totally sure but I don't see them having a problem with cake, you can probably get away with a balloon or two but they might not allow for more than that
If you day drink, go on the weekend. In good weather you can't beat the patio. Otherwise I'd say 1100pm. Truth be told at this point I avoid weekend nights due to the long wait. Too many people trying to have a Good Time. But I still stop by other nights of the week. Street park South and East of the entrance. Bring dancing shoes.
Was closed down when I went to check it out on a Wednesday night. Not sure if they are closed for covid purposes or what.

No. There's an area for a live band, not a designated dance floor. The place isn't designed for it specifically, but its open enough that groups of people can dance together.
