Every 2 minutes my power goes out and then back on. It's been doing this since 4am that I'm aware of. But my appliances read power loss at 12am. Called and all they say is they are working on the problem and can't give a time.

Go to the community action center with a shut off notice and they might be able to help.

Yes you'll pretty much be starting a whole new account in your name.
