No. You can, however, get a temporary tag or transfer your liscense plate at the same time you are transferring a title into your name.

Take your vehicle registration to BMV...it has title number and vin number .. file for duplicate title
It is $15 for the duplicate title fee. If your application is notarized there, it is $1 extra.

Title of the vehicle must be in your name, have to have your driver's license or some sort of ID, you can go to their website and choose their location and see about requirements and pricing and possibly do it online as well.have them mailed, $65-$100 for 1 year, plates and sticker,, I went online and was able to follow their instructions taking a picture of my title both sides and a picture of my ID I had to wait a couple weeks but got my temporary plate through mail oh, sure it would be same way for hard plates.

You need to get an Out of State inspection at a BMV, bring that form along with the assigned title to a Title Office.
Auto Title does not issue temporary plates, you get those through the BMV.
The only title office in Franklin county that is open on Saturday is up on Morse Road and I believe they are open until noon but I am not sure about that closing time
Franklin County does not require emissions testing.

The Title office only does work that pertains to obtaining a Title. Anything to do with your ID is done at the Liscense Agency which is 3 storefronts to the left of Ollie's nearby the Title Office.
I was quite surprised at how easy it was to go to the title office Great Southern it took me less than 15 minutes and they were very helpful and got my title printed out right then and there
45 Great Southern is closed on Saturdays. The other 3 title offices are open 8am-Noon on Saturday. (1583 Alum Creek Dr, 4153 W. Broad St and 980 Morse Rd.)
