To be a tax exempt individual you'll need a licensed physician to grant you a state medical card. If you don't plan on buying more than 8 8ths of flower and 8 grams if concentrate (wax) or 1000 mgs of straight THC you won't need your medical card due to it being recreational. Hope this helps.
