It's obvious the Ro circumvented the questions asked by the board and yet you approve Keith Hudson a non-veteran for benefits.all elgibile veterans deserves a answer...Why

All questions presented to the director is lawful and it is covered by the code of federal regulations,U.S.C for benefits for veterans with disability claims

Because the regional office doesn't want you to know about it.the reason I am responding because I am affected by this cover up the regional office is silent about.my knee replacement surgery was denied but a non-veteran Keith Hudson was approved... decide for yourself what is Right (see news/courier Charleston SC on Keith Hudson)

It depends. If a Veteran is service-connected, rated as P&T, Permanently and totally disabled, and Not eligible for Tricare, his/her dependents would be eligible for healthcare under CHAMPVA.
